I am of the view that water-boarding IS indeed torture and resorting to it makes the CIA appear to me desperate and lame in the extreme.
Rice had NO COMMAND RESPONSIBILITY WHATSOEVER for attempting to authorise water-boarding whilst serving as National Security Advisor. It was not her baby to go do.
The CIA do not take orders from the NSA but from the president. If water-boarding was illegal and unconstitutional even the president had no authority to order it.
The UN Charter affords international legal protections only to NATION states, which serve and answer to but do not violate the nations. Changing outlaw regimes like Saddam's is practically an OBLIGATION for the United Nations and for nation states individually who would defend the rights of the nations.
What, the same "nothing at all" you'd do to stop tyrants taking over the whole world?
