Nice takeoff! Why can't you use a derated TO power seting when visibilty is low though?

Reduced power TO should not be performed if...

1. Winshear is forecast or reported

2. Anytime there is a tailwind.

3. Anytime a crosswind is over 10 kts

4. Contaminated runway surface snow/slush/standing water

5. Vis less than 1mi

6. Anytime wing anti-ice is on.
