If you just got him, he has to adjust to a new home and people first. It took my Keewy a couple of months to not be scared of me and the surroundings any more. Time and patience are very important!

No I didn't get a new one yet. I've moved to a bigger house with a yard, but I'm so afraid that my feauture budgie would fly away trough the big door...I have a guinee pig at the moment...maybe I should make and post more videos of him doing crazy stuff....Thanks for letting me know your new account!

Yes, I agree, a budgie can certainly judge how much is enough as far as a bath is concerned. If he lived alone he'd have he cheapest water bill on earth. Very cute vid, so sorry he/she is resting in peace.

I don't know what you mean by 'too long', a budgy spends as much time in water as he wants to, they have a good instinct for water and one likes water more than the other, so it depends. It's ok for them to be in water if they feel good about it.

The best moment is a hot and sunny day, when birds get thirsty. You can also place a shallow bowl of water in/on/near their cage or replace their drink by that bowl. That can attract them to go and drink the water from the bowl or even (IF they like it, but not every bird likes water!) jump in it to cool down! Good luck :)
