Just ask fawkes to do it and he'll say "o yeah since im inmune to radiation" or something like that. It worked for me, by the way once you wake back up they ask you to participate in broken steel where you fight along side this huge robot called "liberty prime".

@UberGam3r296 He can now. What Fawkes said pre-Broken Steel was that it was the Lone Wanderer's destiny, not his. After activating Broken Steel, simply talk to him and with the right options he will go inside.

@Plooofteyy The highest level you can go to in a game. For instance: The level cap in Fallout: NW is 30. Once you reach thirty, that's it, no lvl 31, 32 etc. Hope I helped.
