The problem is that there is no real controlled manner for strangulation's. Everybody biological system is different and reacts differently to different stimuli.

It is a very effect technique but should not but used as luxury.

The army, navy, and airforce are military and they are also trained with guns that does not mean that they will use a gun at every disturbance.

Police rarely use strangulation due the dangers involved with it.

What you dont seem to understand is that strangulation and punching are both physical assaults that can be dangerous.

The only thing that the security can do in this situation is restrain and if they cannot do that due a level danger then response action can be escalated.
