What can he do, Jennifer is an old school very tight player. She either has AK/AQ/AJ/KQ or a big pair. Phil beats all the overcards, she has a pair 20% of the time and high cards 80% of the time. In a hand like this she's never playing low cards that might have hit a pair.

So he calls the flop, which is not bad at all, and they both check the turn and river. Jennifer not betting there with an overpair is really weak poker.
