@SceneboyGROWL ahh, but i'm not trying to say who's a GOD or not. i'm just saying their power, and even titles are roughly the same. they both walk the earth from time to time (Cthulhu being trapped and all), and Cthulhu is high preist while Nyarlathotep is messenger. both are equally important, because when you think about it, it's kinda like a lap race with every person handing the baton to the other. Cthulhu gives it to Nyarlathotep, Nyarlathotep gives it to Yog-Sothoth, and he to Azathoth

(best way to describe Yog-Sothoth is a heap of infinitely intelligent, rational, and thoughtful bubbles)...it's hard to explain, so i apologize but you are just gonna have to do with the metaphor

Based on Nyarlathotep's behaviour in general, it's extremely likely that his statements to Cater were entirely false. He seems to be after causing maximal pain and suffering in his victims, but especially confusion and madness. He would probably have no issue at all with sending his own men into a horrible ambush.
