This guy should've covered his ass by giving a fair warning given to those three establishments. That way, the next time one of those establishments tries to dispose the lightbulbs in that manner, the other two would go against that one offender if all three get ticketed.

He ticketed them because they always dump their shit there, expecting the city, like always, to clean it up. What made him look wrong was when he gave them the ticket after he through the bulbs in the street for the sweeper to sweep it up because he didn't have a MLP (motorized litter petrol) truck available .

Every month I see the cops standing on the streets pulling cars over and giving tickets, cops on 5 different blocks just got nothing better to do than pull over cars and giving them tickets. Why don't you pull over the NYC buses over for constantly running the red light? The NYC buses are reckless.
