The name of this movie is Ghazab. The premise of this clip is false - this is not a Hulk like transformation but rather he is possessed by the spirit of his younger twin brother who was murdered.

Its more supernatural and not science fiction. Also, this movie came out WELL before the hulk TV series, albeit after the comic book character.

This movie itself is a copy of a tamil movie called Kalyanaraman starring Kamal Haasan.

Film is Gazaab. Starring the legendary Dharmendra. Its story has absolutely nothing to do with Hulk or anything similar.
