All of the pre-MW2 CoD games have tons of hackers for all the consoles. The PlayStation 3 has the most because it was breached several months after MW2 was released. Also, Sony rarely bans any modder/hacker. Xbox 360 had none until a couple months ago after BLOPs was released. It became infested with JTAGers. The PC is a lot easier to hack then any console due to it having all the tools at your disposal.
