those are maintenance of way machines, but they are not ballast regulators or anything, it is a rail gang going backwards, hi rail, two rail anchor machines, two spikers, one pulling a parts cart, and a rail heater (not in video) gauger spiker, grove crane, cribber adzer, 2 speedswings, liquid plug injecter, and two spike pullers. hope this helps, i think the gang is either r-8 or r-10.
I've never seen MOW equipment up there before. I've seen a hi rail once though. I think it was picking up a dead animal when i was there because it stopped and two or three men got out for about 10 minutes.

there aew different kinds of MOW eqiupment. this particluar ewquipment inspected tracs and cleaned the ballast or whatever
