When the flash is pacing he's not actually going that slow, you're just seeing him move that slow because your eyes only pick him up occasionally. Like seeing someone in a strobe light.

This is not the Robin from Teen Titans or just the "early days of batman and that's why Robin is like 10" this is the third and last Robin, Tim Drake, who is also the youngest. The one who leads the Titans is Dick Grayson who eventually goes on to become Nightwing. So in this show, it's the Robin that Joker eventually experiments on and drives insane ( but that comes way later)

@comicbookfan1234 Robin is almost always done too weak. Even on some episodes of Batman TAS, they did him wrong - the best versions of Robin came in Robin's Reconing, Harliqenade, The Lion and the Unicorn and a couple of others did they make him credible. Too often, he's made into a wimp
