Gold melts at a little over 1000 Celsius (1800 Fahrenheit) and is typically melted in a furnace or with an oxy/gas torch. A small torch like this wouldn't melt gold and melting the gold isn't required for resizing. This torch is most probably used to anneal the gold prior to resizing to prevent cracking due to work hardenning. Annealling temperatures range from 200 to 750 celsius depending on purity.

I got one for 2.78 dollar on dealextreme. It's temperature is lower (1300°C) but it still does the job. They also have 2000°C Lighters, and they're yours for about 5 dollar. I got one and it's AMAZING :D
@IllegalMavamaarten Good for you (i guess) My was leeking gas after two weeks and then it started broking apart so i threw it away. Alot of things i got from deal extreme is just crap and the quality realy sucks.
it is shot in Dubai, you can visit any shop which sells items related to goldsmith, it should cost you nearly 200dhs which is about 55$ and it is refillable.
