The IRS was on his ass for unpaid taxes. Oscar De la Hoya (Golden Boy Promotions) had to loan him some money to be able to pay his taxes. In other words, Mayweather was broke. Manny Pacquiao doesn't have to agree to anything, if the Nevada State Commission demands the testing he will do it. Mayweather is not calling the shots.

He beat oscar de la hoya when he was undefeated, he beat pernell whitaker when he was undefeated, and he beat fernado vargas when he was undefeated. He took out David Reid, Hector Camacho and William joppy. And lost to the best Hopkins, Wright and Jones. So convince me that Cotto is better .. good luck
