No, this is outside Houston in Richmond/Sugarland (like the narrator says). You can see the sign on the onramp showing it's Highway 59. There's the HOV lane, an exit sign for Highway 6, and at the end the exit sign is for Sweetwater Blvd./First Colony Blvd.
