If a content script is invoked let it respond right away. Whatever security concerns you have - you are not solving any by disabling synchronous access to a content script and extension API. If one just wants to know content of open tabs it is possible to get it. What is not possible is to execute a logical algorithm that depends on the tab content

Yes. If you want to communicate with a page, and the page wants to communicate with you, there are several ways to arrange a protocol.

Isolated worlds are meant to prevent unintended interactions.
