I think what they are saying is that Philippines had contributed for One Piece and they are showing that TOEI Animation have this branch here. and remember, TOEI creates the Animation of Manga. SO it means, Manga should be created first before the Anime. There's a year shown which is 1986. That's for Toei. not One Piece.
We have so many talented persons in the Philippines to help design cartoons and we have oh so many imaginative people to make the story. Geez, people, we should be independent now. For a small country like ours, we should do what we can and produce things that only WE can do. Do a cartoon of the life of Jose Rizal for example. We have many stories to choose from that we can animate and or we can make our original story.
Why don't Philippines produce their own cartoons? It seems like they have the talent to do so. It's great to admire other country's shows but let's have our own!

Nobody in the Philippines care enough to invest in making cartoons for TV, even our TV Stations don't give a damn about cartoons, all they do is dub foreign cartoons and anime horribly and air it. The only reason Toei Animation Phil can do what they do best is because they are using Japan's resources or rather... Toei's resources.
That's from "Yes! Precure 5 GoGo", the fifth series in the Pretty Cure (or "Precure") franchise. The character pictured is the main character of PC5GoGo, Nozomi, a.k.a. "Cure Dream".
The Precure franchise consists of magical-girl superheroine shows, like Sailor Moon but with more fighting. LOTS more fighting. As in Dragonball-intensive fighting.
