BUT dogs are a LOT easier to save then people. many of the people that live on the streets have mental diseases and we really can't force them to go to a homeless shelter. therefore dogs are a lot easier to save and if we didn't save the dogs then we would have an abnormal amount of stray dogs on the streets making them almost like squirels.
