I happened to have seen the original, and it was indeed Carlin.

The person speaking is possibly not, the audio is fairly poor quality, but the author of this bit is definitely George Carlin.

It's quite possible that he wrote this (considering I've heard several similar bits by Carlin), but this is definitely not his voice here. There is an animated version of this in the documentary "Fuck"... I'll have to check the credits at the end of that... but this isn't on any of his HBO specials (which did contain several animated non-stand up sketches in the early 80's), and it's not on any album of his... I don't know... seems like he would've released this if he had in fact created it.
