Well as long as its provided by your own country, you can use any official documents like ID to state you're not underaged, and also place of residence currently in Japan. They'll give you a card for free.

Been to Tokyo before, but since I stocked up before vacation to avoid buying there, what kind of smokless do they have there? I know in Germany the only two US brands they have is Skoal and Grizzly. But I just saw like 4 brand of US smoke there

Rofl we don't have those in Kyoto. Just regular cigarette vending machines. But we do have an open air policy, so no smoking on the street. There's smoking parlors.
So have they already started requiring Taspo on ALL vending machines? When I left in June, you still didn't need one. It's not really a problem for the gaijin seeing as you can still buy cigarettes from one of the billion convenience stores.
Oh, and the peche peach cigarettes really don't taste like peach (I thought, anyway) even though they're supposed to. They're just fancy girly cigarettes.
that's the whole point of the taspo-to make it harder for people under 20 to smoke. 20 is the age for smoking and driking in Japan. but, you can still get around it if have someone with a taspo card thing buy the cigs for you.
