I've been upgrading a my Taurus lx so far I just put some crown vic hub caps I bought from the junk yard for 20 but next is a spoiler, hood scoop, and racing stripes. Its great because its such a lame car haha.

Not bad, I have a 99 and like the emblem in the center vs the earlier years, I'd get a bumper off one of those, they're not that much to get.

I like the aluminum alloy optional rims vs the sho's, they have a sparkle paint on em as well. The 99 I have is a rare beast you would say though, 24v dohc, sho rims, sho spoiler, and all digital radio stock. Right now I got a 03 crown vic police interceptor to play with.

Hey you what you can when you can.The rims I would paint black ,but the hubs I would have left alone.Trust me I know,I have a 97' GL and the one thing I know you can't be like everyone else.Like for me,I like whitewall and whiteletter tires ,to me it sets your car off in a different class as long as you keep car clean.The reason being there maybe one that looks like yours.So you say " I can do a little bit better" and you do it . It just takes time.

You know, I own a ford taurus.. And I do cheap little gimmicks for my car; and I do not blame you for watching your budget.. Pimping out cars can seriously cost a lot of money professionally. Even though you're not going to get the good quality; it doesn't look terrible... Black hub caps would look nice on it.. Do yourself a favor and save up some money so you can tint your windows.. $160 would probably cover it; and it would go well with your black scheme..
