this is not a "tax cut", it is a game. that money goes to entitlements programs. meaning it's already spent whether we collect for it or not. if it isn't paid for through payroll taxes it will be paid for through other taxes. it's a tax increase for everyone who pays taxes, and a vote buying attempt for those who don't.
