There is a technical audio tape occurrence that I am well familiar with which could cause a similar effect, but in this case, I think it's just what you said. Probably an overdub, and the original track is still there, under, and leaking through.
William Pierce originally read the WGBH sign-off message until he retired in 1987. Tom Dunn was the WGBH announcer until 1993. William Pierce died in 1997.

I see that I didn't include that info... My best guess would be that I taped this one sometime in 1987.
William Pierce was the voice in 1986 and earlier, and I didn't record much of these in '88 and after..

Sadly Tom Dunn, my grandpa, passed away from esophageal cancer in 2006. He was an amazing, fun, insanely intelligent man. He is greatly missed.
