The pole sitter of monaco 08 fuelled for a 1 stopper (33 laps), Button fueled for a 2 stopper (17 laps). That could explain the difference.

With the differences in average speeds and the corner radii, that isn't surprising.

2009 cars had more mechanical grip (slick tires) and less aerodynamic grip (less downforce) compared to 2008 cars. I remember during 2009 winter test Mclaren representatives said that 2008 cars with slicks could run 4 seconds faster per lap
