  • That was a no brainer,

    CDCR would have to be overstaffed by 14.3% for the three monthly furloughs to not cost the state overtime.

  • That's what I thought too...but think it through. If they MAKE you take the furlough(s), any overtime you work is straight time. Also, if you don't use it, you lose it: and they make money again. Many people are not taking time off (Furlough, Vac, Hol, Sic, Fmla, Etc) so that their overtime does not become stratight time. State saves money there too.

  • That's the problem! There is not enough coverage staff working to "make" anyone use furlough time. We earn 9 days a quarter but can only use up to 8. With so many trying to use this time, many are being denied the use of it. The "use it or lose it" policy sounds good but when federal labor laws come in to play the state will have to pay for those days worked. The question will be wether or not punitive damages will be rewarded. Some are banking on this and not using time and keeping the denials

  • Up untill last month, when I took vacation, I worked 16 days or 128 hours without pay. ecause of my seniority I have been able to use those furlough hours. Many officers some with as many as 8 or 9 years in have not been able to so they have worked almost a whole month with no pay. By years end it will be a month and a half. By the end of the furlough period over two months. At my institution they have actually decreased the amount of slots available to use furlough time or holiday credits.

  • In addition those of who are able to use the time now are banking leave credits that will be worth more in the future. All they are doing is deferring the cost to future budgets. Putting fingers in the dike to stop the leaks while the water inches closer to the top and overflow. The only way the state saves money is by us not using sick time. The money to cover behind sick is supposed to be budgeted. So Sick leave use doesn't actually increase costs. FMLA is not a leave cedtit it's a farce here

  • FMLA is an administration's way of making you go through a hoop to use leave credits. An officer with sick leave on the books would have no need for FMLA. We have leave for those purposes. FMLA was intended for people working at small businesses who need time to take care of a sick family member. To ensure they had a job to return to. Untill we exhaust our sick time FMLA means nothing. FMLA allows us to use other leave credits in lieu of sick leave to care for a sick family member.

  • Management could use other types of leave to cover sick time when sick time is exhausted on it's own with out FMLA and at the institution I work at that was the practice up untill last year. Too many people utilizing sick time prompted Admin to stop this practice. FMLA allows you to access your other leave credits for sick. You need a note after the third day of sick anyway and need to got through return to work coordinator after I believe the fifth day. So you would need a note anyway.
