I dunno about as I know things go like this:

1) Nobility Titles for sale: You can become an official noble, lord, lady, baron and baroness are the currently option available to the public for 45L , althought probably you could contact them via their website for higher titles up to Duke, titles do not ussually offer citinenship or privileges

2)Passport, currently are hard to obtain, this grants citinenship, althought to get one in theory you must show support to Sealand it is not specified what

showing support means, but it is described as something not easy to get, you can get more info in the sealand official website. I THINK in my personal opinion in the case you get a passport and also get a nobility title then you may have some royal privileges
