As a matter of fact, a higher settlement rate for Jews will help make the coast less overcrowded. Right now, a couple of conventional missiles pointed at Israel's coastal plain place 50% of the population in the range of fire.

Also, excessive Arab population in Judea and Samaria is, in and of itself, a security threat.
