Your Pokemon seriously underlevelled man
My Grovyle evolved into Sceptile after winning Wattson. Yes Wattson. So by the the time I reached Norman my Sceptile was at Lv 50.
So was my Lombre.

Lombre @ high 30s
Cacnea and Trapinch @ Lv 28-30
Wingull @ Lv 30
Swablu @ Lv 15
I may have slightly over-leveled my Sceptile, but when I first played I just stormed through the game with a Treecko. Lotad/Lombre for the eventual surf, Wingull for Fly, then the remaining three were my faves then
