This is part of the concept for mass spying. While you walk in your day to day, you will be monitored with graphs and indicators that determine if you fit "terrorist" patterns. If you are determined to be such a threat, you can expect robotic servants of the state to cattle prod you into a special detention facility for behavior modification/re-education, if they don't just execute you for crimes the computer says you are about to commit.
