That is flux, you are right. It is a water soluble paste flux.

You'll need an oven, flux (we recommend an Alpha Metals water soluble paste flux) tweezers, and a horsehair brush. DI water is best for cooling the package after reflow.

lol sorry I meant where do you get the preforms from not the paper what it is, is i need your preforms for reballing the xbox 360 as i repair them. the way i reball at the moment is with a template and lots of solder balls but the don't always stick so i thought your preforms would be better
