Sure looks like an E4B to me. When you pause it while the plane is clearest in this video, it sire looks consistent with a military command plane E4B the type with the big round radar device above. Also consistent with the type of device that allows you to take control over in advent of an emergency. Those type of planes are discernible by having visible on the belly of the plane - a device that could be mistaken for a missile.

I don't know much about planes, and the footage is odd, but if it's legit, could it have been a fighter? They are smaller planes, but it's hard to judge the distance so I can't really estimate how big this plane would be, but they had fighters over Washington to patrol the airspace shortly after, so it could be something like that.
