I downloaded it from randomselectDOTpiiym-netDOTcom­/ (With the "DOT"s replaced with "." , obviously). You want to download WinMugen (the Hi-Res and Plus versions are the same program, but they let you use hi-res stages) As for characters, stages, screenpacks and such, check out a database such as Mugen Infantry. Look for tutorials here on Youtube to learn how to configure everything.
