There are quick dubstep breaks at 2:00 and a bit after 4:00, but that doesn't change the genre of the track. The tempo and the 4/4 beat style (kick drum on every beat) make it electro as opposed to dubstep.

Furthermore, if you wanna get more specific, this would be considered Complextro, due to the complexity and variety of sounds during the drop. :]

I don't think there is much difference between some electro and dubstep except for the bpm sometimes, electro is mostly 127 - 132 bpm and dubstep mostly around 90 or 110 or 140 bpm. particularly noted in the bassline,.. the dubstep bassline is much slower normally.
