From personal experience on both sides, I find Jarate kinda useless. If the enemy is close enough for you to use Jarate, you're probably already going to die. Also, most enemies can run up to you and kill you before you can switch to another weapon after throwing the Jarate. (With good team coordination though, it can be better. Also pro tip = buff banner)

Look in multiplayer and other options for Point of view or Range of view or something like that, and set it on max (90). You'll find two options that say that so set them both on max.
