It says on the official site, that Mirage have never officially defined the turtles' ages. It could depend on which line one thinks of. In the 80's series, the first episode showed that a boy dropped his fish tank with four turtles in it, and the turtles fell into the sewer where they came into contact with mutagen and Yoshi. Though the four turtles might not have been the same age, I guess it makes sense to say that the mutated turtles are exactly the same age as they mutated at the same time.
