He's obviously not focusing on a race-based distinction, or not, between countries. It's simply a reference to the tiresomeness of meeting so many different groups one after the other in a short space of time. The reason why britain inflicted so much hurt on blacks was because they proliferated the idea of blacks being subhumans and justified the cruelty in that way. Praising Britain for ending the slave trade first is like praising the rapist from a gang of rapists who first stops raping a woman. Its not because britian decied to end slavery why it ended its because blacks were fighting for their freedom.

It's simply a reference to the tiresomeness of meeting so many different groups one after the other in a short space of time. Nothing gets in the way of construing this as a witty and intelligent remark and a laudable effort to dispell the tension characteristic of meetings like this.
