@MrWow12 You might be thinking of the traveling merchant (random) or an old man (certain spots). They wear green and in the pc version have hoods.

i rented this game from blockbuster way back when. It was a 3 day rental and i beat the game, so its not that hard.

I remember this game was the cover of Super Power (french VG magazine) and was there best game of the month, I so much wanted it back in the time, I can't believe it is concidered a very bad game :/
