it's incredibly easy to put someone under pressure when you have a set of prepared and rehearsed questions sitting in front of you - especially if they've been compiled by your team.

and it's a very unpredictable and uncertain situation if you're in the hot seat.

He on the other could've answered her legitimate & pertinent questions with much ease & speed, had he been prepared to reveal the truth, as opposed to giving much thought on how to side-step & avoid answering without making it too obvious. He knew precisely what was been asked of him & of course he knew the answers, but also knew that they weren't those which many would appreciate learning.

Would you just have preferred that he used "By "Our" Government" instead?

Because the English language does allow for his use of grammar without disassociating himself from "our" or "his" or "her" or "your" government.

He was simply EMPHASIZING that is was the government that she works for that made the decisions, not the companies.
