They said they would, and they are taking steps to. They backed out as far as south ossetia, wich is it's own independant state. They will not leave until an international peacekeeping force comes in to secure the south ossetian people. Many georgian people are furious at south ossetians, blaming them for the violence and for seperatists raiding their houses. Russia went in to help the S.O. people, and they aren't going to abandon them now.
