I think this new theme suits the Eleven perfectly. I mean, the little clarinet part seems to demonstrate how comical he is compared to Ten. Not that Ten wasn't comical, it's just that his theme is more sad. Look it up and you'll see what I mean.

David don't suit it, because he was a different type of Doctor, he was way more serious. And you're right, it is the Doctor's theme, but some Doctor suit it, other's don't. Hell it's Eleven's theme exclusively! Remember music class, when you had to try to imagine things, listening to stuff like C. Saint-Saens The Carnival of the Animals?..
