I collect and restore these toys. The transmitter is indeed a "Marconi" spark-gap type. When it is adjusted and working properly you should see a spark in the oval blue window. The receiver in the bus uses an iron-filing coherer and a sensitive relay to trigger the action. The motion with each button push is as follows - straight, right, straight, left, straight, then stop.
If I remember, this was the toy that a guy disassembled on phys-L forum. He found that the control was a spark gap transmitter... and the receiver was a BRANLY COHERER!!! Search google for keywords: +coherer +radicon
I have one since 1954, with box and still working.
