At big events like this it's normal for cops in Germany to be in big groups. Look at the reeperbahn/hamburg. Nowadays many young teenagers are in big groups and really aggressive and attack or ignore the police.

it means "feuerwehranfahrtzone" firework is in german "feuerwerk"
