He developed Genyosha around 1881 (Genyosha was previously Koyosha, founded in 1851 by Hiraoka Kotaro), and this was many years before Adolf Hitler's 3rd Reich. The Black Dragon Society was founded by one of Toyama's followers, Ushida Ryohei, and was an ultra-nationalist para-militaristic group founded in 1901. The Black Dragon Society didn't ensure anything related to USSR's battlefronts.
