If the testicles are below the penis, then how dose the sperm get up. I mean who is responsible of the thrusting effect that pushes the sperm out. If you tell me the PC muscle, I do not think so because males relax their PC muscle when they urinate and in this case sperm will go out if only the PC muscle is responsible.
