You say "the brake levers here should be rubbing against the tyre". You definitely _don't_ want to do this, instead they should be rubbing against the _rim_.
This method works great, but from my experience the rear v-brake did not loosen when I tightened the cable and tightened the barrel adjuster, so I had to tighten the cable a little looser and the tighten the adjuster and the brake pads separated from the rim perfectly, you basically have to adjust it to your liking, I got mine perfect, but the front brake work exactly like this video, its nice and tight. Great for braking power.
