Depends what engine it has. Gardner engines only rev to 1800rpm flat out, Leyland engines can go upto 2400rpm, but most are cut back to increase longevity.
No, Hydraulics (only for steering) are fully working as soon as the engine is running. It's AIR (for gearbox, brakes, wipers, doors, and on some buses suspension) that you need to build up. In truth, on a cold engine, it's not good to give it too much wellie, it's better to start it, then have a quick cup of tea while it builds up on its own.
Never seen a VR start up with this third light on before. Usually just top left two lights come on Generator no charge and Air pressure ones. It was a very cold afternoon in December 2004 whan this was filmed.

what i like about gardners is that they sound like they are blowing when they are not and it produces a distinctive sound too

VR's when new don't have a key, however many bus companies retro fitted lucas key type ignition switches.
