No, it's a one time payment.

They released a beta version just before Christmas last year. The full version came out in March and was free then. But from July it will cost you 500 points.

If you have the money, I will recommand you to buy a wireless router, since it's much better than the USB thing.

Yes, you have to pay for the Internet Channel. Quote from Nintendo's own Wii page: " The Internet Channel is available for download for a fee of 500 Wii Points."
