First of all the Kamen Rider Diend you showed was Oni Diend not Complete Diend. If you watched Kamen Rider Decade Diend and Decade can only be in their complete forms by using only the K-Touch. Since Oni Diend doesn't have a fucking clue how to use the K-Touch and where to find it he shall never be in the complete form.
