Poor people are certainly taxpayers too (even if they/we don't fill a tax *form*) and the process of giving us appropriate food, means to buy it and services (disabled people and children etc) for these things creates more jobs for us as well as those just above us in the middle income
Solution:
Dump the money into the poorest and only the poorest -- we've tried everything else, while the one constant has always been been to nail the lowest first, so for a change lets try a 'trickle up' method.
