The one thing that puzzles me about your ideas is that you claim that the elector magnetic signals are not encoded before they reach our senses and decoded to reach our consciousness. Probably we do not know where to look. What do you think?
I'm saying that we WON'T find a place where they're decoded and encoded, because there is no recipient per se. When it comes to qualia and conscious experience, there is no experiencER. There is no recipient of the experience; this just leads to the old infinite regress. Instead, ALL there is, is the experience; sans experiencer. It's rather self expressing. And the philosophical, Cartesian I essentially is the same thing as the associated electro-magnetic activity.
2) Since we can abstract reality into believing it to be of a concrete form, as well as abstract the thought of reality thereby creating the reality appearance distinction we confuse ourselves into thinking that thought is not reality. We further confuse ourselves by believing that reality is non thought, but can and must be apprehended. What we have managed to do is to abstract both when in fact both exist for us as experience.
3) So reality is really the abstract, and so too is a mental image of it when we abstract a thought about a thing into an object of inquiry and again ask what it is. Our confusion is in our classification of thing as object and thought as thing or vies versa. It is the Universe itself which is made not of things to be thought of, but experience itself is the Universe.
